The “cost of land use rights” in total investment capital has not been paid enough attention and corresponding guidances for the Law on Land are still lacking for lots of circumstances. In commercial housing projects using forms of land allocation along with land use fees levy, land lease along with one-off rent payment, land use rights transfer, the current guiding regulations have not incorporated enough cost for land use in the total investment amount for the projects, leading to the excess of total investment, difficulties in capital mobilization and the change of project’s efficiency. This paper proposes that the content of “cost of land use rights” in total construction investment must be clearly defined for commercial housing projects in order to ensure the precision and the adequacy in calculation for the management of construction investment costs.
